Committee members urged department heads to include clear, written justification for new positions and to provide workload analyses that show unmet needs. Sheriff Russell Authier and others said justifications should go beyond claims of population growth and include specific metrics such as overtime, uncompleted work and caseload statistics.
Commissioner Walden said items without supporting data were likely to receive lower scores, and members encouraged departments to prepare documentation in advance so committee review is efficient. The Clerk and staff will circulate templates and the workbooks to help standardize submissions.
