Environmental Services reports spike in owner-request euthanasia, seeks more veterinary capacity

Heather Wilson, leading Environmental Services, reviewed the department's functions and workload and asked the committee for support to expand capacity.
"In the fiscal year of '23, we had a 103 animals that were euthanized at the owner's request... And in 2024, we had 240," Wilson said, highlighting a sharp increase in owner-request euthanasias and related service demand. She said the animal care center runs adoption events, TNR programming, and a public clinic that is constrained by having a single veterinarian.
Wilson also described the community engagement unit that handles litter complaints, river patrol and event support, and said the county now has seven SRO positions in high schools with plans to add three middle-school SROs pending approvals. She told the committee that public services are booked and that additional veterinary staffing and space are needed to serve residents and manage disaster transfers.
