During the public-comment portion a county judge who identified himself as a representative of the local judiciary urged the board to table the matter and conduct a more comprehensive study involving historical preservation groups, the city, and other stakeholders. The judge argued prior requests for funding and letters going back several years had not yielded broad involvement and said, "Once you vote on this and you affect this county for the next 50 to 100 years," urging delay and further study. Commissioners responded that the JMA work is an early-phase two-step approach, that staff and committees have met with stakeholders, and that the item would proceed as an initial feasibility/programming step.
After discussion a commissioner moved to approve the JMA Architecture proposal; the motion was seconded and carried by voice vote.
