Board releases most Northgate developer security, directs dedication language while withholding select securities

The Board approved release of the bulk of H&K's posted financial security for Northgate per the Township engineer's recommendation while withholding funds tied to tree planting and demolition; the Board also directed the solicitor to prepare dedications for Northgate Blvd. and a segment of Morgan Hill Drive with HOA maintenance conditions.
Township Solicitor Joseph Bresnan and Township Engineer Peter Eisenbrown reported on Northgate development items. Gilmore & Associates recommended releasing most of H&K's posted financial security but retaining the security for required tree planting at the stormwater basin and for demolition of an abandoned building on open space. THP representative Todd Hendricks objected to the proposed release because THP holds the NPDES permit for the stormwater basin, not H&K.
After discussion, Mr. Woodward moved and Ben Fiorito seconded a motion to release the financial security amounts recommended by Gilmore & Associates; the motion passed 4-0. The Board also reviewed offers of dedication for Northgate Blvd. and a portion of Morgan Hill Drive and directed Solicitor Bresnan to prepare dedications that would keep HOA road-maintenance responsibility in the deed language regardless of whether the Township ultimately accepts dedication.
