Neighbors acknowledged the applicant keeps the property in good order but described disturbance to livestock and worry about occasional loud dyno runs. Robert Haines, a nearby resident, told the board, "The dyno, the test rail that they run is very extremely loud and nerve wracking... We have livestock. It does cause trouble with the livestock." Applicant Jackson responded with operational details and a mitigation plan, saying he would implement exhaust stacks and expects to complete sound-control measures within about six months. The board approved the variance 4–2 with testing-hours and duration limits and a condition that the approval not transfer with the property.
