The Iowa House approved House File 2670, which would add social studies to the statewide summative assessment system (ISAP) and revise several Department of Education duties and enforcement provisions. Representative Hayes, who sponsored the bill, said a social-studies assessment is necessary to measure civic literacy and close achievement gaps: "If we believe civic literacy is essential, then we should measure whether students are actually mastering those standards."
