Andrea Hensley, a water-quality and grease-interceptor inspector for Rowlett, told the council she discovered the city's MS4 stormwater permit was not active when she began in June 2025 and that it was only certified on Feb. 9, 2026. She described a series of emails and administrative steps, and said the lapse could trigger a regulatory review by the Texas Commission on Environmental Quality (TCEQ).
