Rowlett Council updates development code to comply with Texas HB 24; notice and protest thresholds changed

The code edits update requirements for mailed notices, newspaper publications and sign dimensions; staff said Rowlett already exceeds some state minima, for example continuing a 500-foot courtesy notice in local practice.
During the public hearing there were no speakers on this item. Council members discussed preserving the city—00-foot courtesy notices and the broader trend of state-level changes affecting local control. A council member summarized, "So, basically, we must do this to comply with state law." Council adopted the ordinance unanimously.
