Rowlett Council updates development code to comply with Texas HB 24; notice and protest thresholds changed
To conform with House Bill 24 (effective Sept. 2025), Rowlett amended parts of its development code governing notice, signage and protest thresholds for zoning changes; council adopted the ordinance unanimously after a staff presentation and public hearing with no speakers.

Staff presented proposed text amendments to the Rowlett Development Code to align local procedures with Texas House Bill 24, which revises notice, signage and protest rules for comprehensive zoning changes. Staff explained that the new state law raises the protest threshold for certain rezonings from 20% to 60% and changes which notice and sign-posting rules apply to comprehensive citywide zoning actions. The code edits update requirements for mailed notices, newspaper publications and sign dimensions; staff said Rowlett already exceeds some state minima, for example continuing a 500-foot courtesy notice in local practice.
