After staff presentation and an applicant presentation by Cross Development, the commission recommended approval of the planned‑development amendment to allow a heavy auto repair use with outdoor storage at 2801 Main Street, subject to a condition preserving the 10‑foot sidewalk separation. Staff noted the PD request included a 60,900‑square‑foot building with approximately 9,000 square feet of outdoor storage and several requested reductions to setbacks and buffers.
"The concept plan does propose this 60,900 square foot building with single and double bay doors located toward the rear of the property within that outdoor storage," staff planner Liliana Morijon said during her presentation. Applicant representatives described operational practices intended to minimize outdoor activity, including site screening and tree plantings; Carlos Swanson said typical operating hours would be Monday through Friday, 07:30 to 05:30, and that most work is performed indoors.
Commission debate focused on whether to allow the proposed sidewalk setback reduction. Commissioner Pollard moved to approve the request and then amended his motion to exclude the reduction of the sidewalk setback to 5 feet (preserving the code-required separation). The amended motion passed 7–0. The public hearing included one nearby resident who supported placing the building at the front of the site to keep stored vehicles out of public view.
