Carol told the council the city received a $10,000,000 Momentum Fund award in June and must provide a $10,000,000 local match; staff proposed issuing an RFP for a consultant to develop project sequencing, cost estimates and a grant-ready budget for the state's reimbursement timeline. "We received the $10,000,000 momentum fund in June," Carol said, explaining the need for a short-term, roughly 10-week engagement to prepare materials for the state and to coordinate with housing developers.
Councilmembers urged reaching a wider, more diverse set of firms and warned that some housing projects previously approved are stalled; staff asked for coordination with the IDA and PFDC and said the IDA/PFDC were asked to support phase 1 with $45,000 while the city would contribute $5,000. Staff described a possible phase 2 (capital planning and construction oversight) but said approval for phase 2 was not being requested at this meeting. The council asked staff to ensure the RFP captures planning, engineering and cost-estimating capacity and to consider equity/diversity in solicitation.
