Planning staff presented a proposal to adopt an exterior property maintenance code focused on observable, exterior violations such as tall grass, debris, outdoor storage and inoperable vehicles. Staff said the international property maintenance code would be used as a model but tailored to the village; the code would move items out of the zoning chapter into a dedicated building-chapter enforcement regime.
Staff warned the village lacks current staffing capacity to fully enforce a property maintenance code and suggested staged approaches: targeted PR, volunteer and tool-lending programs, sponsored dumpster days, and limited enforcement or nuisance abatement where appropriate. Staff also noted there are grants and volunteer partnerships that can reduce direct costs and recommended preparing legal and operational details before adopting full enforcement.
