J55 chip-seal project to move forward; rain could delay Elder Construction stabilization

The board received an update on the J55 chip‑seal project (from P14 to U.S. Highway 169) during the July 27 meeting.
Engineer Jared Johnson reported culvert replacements on J55 will be completed this week and said Elder Construction is scheduled to be on site Thursday to begin stabilization work. He cautioned that forecasted rain at the end of the week could delay the start of stabilization. Johnson added that the department is performing proctor testing (samples to 6 inches) to set field targets for moisture and density before surfacing.
No schedule adjustments or formal votes were recorded; the county will proceed with stabilization as weather allows.
