Planning board approves Plattekill library site plan conditionally, citing DOT delays

The Plattekill Planning Board approved conditional site-plan approval for the proposed Plattekill library addition and its sidewalk, subject to meeting New York State DOT requirements.
A project representative (speaker 8) told the board that engineering, architecture and surveying work has been completed but that DOT's current portal-based review and additional stage-2/stage-3 design requests have delayed permitting. She said the delay has shifted the expected construction from spring to October and asked the board for a conditional approval "based on their information" so the project can proceed with its bond timetable. Chris Art, the project's manager from Al Ross Architecture (speaker 4), told the board the team was seeking a stage-1 approval-in-principle and asked for conditional site-plan approval with the condition that the team meet all DOT requirements.
Chair (speaker 2) moved and the board voted to grant conditional approval so the applicant can continue bond preparations once DOT requirements are met. Staff will require documentation that DOT conditions have been satisfied before final map signatures or building work begin.
