Finance Director Kristen Reed presented Ordinance 2841 as the first budget amendment for 2026 and described small adjustments made between readings. "We added an additional $35,000 for two digital reader boards, that'll be paid for out of the street fund," Reed said, and she explained that the amendment causes Fund 35 (Facilities Fund) reserves to fall below the reserve policy. Committee members reported full favor and a motion to adopt the second reading passed by voice vote.
Reed said the $35,000 was transferred in a one-time transfer split among funds using the same percentage method as the IT budget; she remained available to answer follow-up questions. Council adopted the ordinance on second reading; staff will reflect the transfers in the city’s financials and monitor Fund 35 reserve status.
