Officials: CDOT funds back this sidewalk, Buy America will apply; Davis-Bacon does not

County staff confirmed the IFB includes CDOT specifications and that the project is funded through state/CDOT sources. A commissioner asked, "Is it funded by CDOT?" and staff confirmed that it is. Later, a county/agency participant said explicitly, "No. The no Davis Bacon wages on this. It's all state funds," and noted DBE goals are suspended and there are no OJT goals for this smaller project.
