County approves master-plan amendment for gravel parcels with required development agreement

Elko County approved a master-plan amendment requested by WR Real Estate LLC that reclassifies four Chimney Creek Road parcels and clarifies zoning for adjacent gravel operations. Planner Corey Rice (speaker 6) briefed the board on the request and recommended approval contingent on staff conditions; the board required the gravel operator to sign a development agreement to address dust abatement, hours of operation, a buffer/berm/fence and maintenance of Chimney Creek Road.
Developer and real-estate representatives said the operators are willing to negotiate an agreement and noted some backfill of pits could be used to eliminate standing water hazards. The board voted to approve the master-plan amendment with the added development-agreement condition and directed staff to return the development agreement to Planning Commission and the Board for approval.
The motion passed by voice vote; county staff will finalize the development-agreement template and monitor compliance once the agreement is executed and the amended master plan is recorded.
