Council authorizes release of RFP for citywide strategic planning (budgeted at $50,000)
Council authorized the city manager to release a request for proposals to hire a consultant to facilitate a citywide strategic planning process (mission, vision, values). Staff said the project was included in the 2026 budget with an estimated cost of $50,000; proposals are due Aug. 19 and the final plan is expected by Dec. 2026.

Manager Hausman explained that a goal in the 2026 budget is to engage a consultant to lead a citywide strategic planning process to develop mission, vision and values and to align future budgets and staff reports with the resulting plan. Hausman said staff recommends releasing an RFP immediately with proposals due Aug. 19, an anticipated contract award around Sept. 1, and a final plan delivered by December 2026; he noted those dates are tentative.
