Committee approves Dollar General driveway permit after traffic study finds intersections will operate efficiently

The Douglas County Transportation & Infrastructure Committee approved a driveway permit for a proposed Dollar General on County Highway P at its March 4, 2026 meeting after reviewing a Traffic Impact Analysis.
The Traffic Impact Analysis, distributed to the committee and dated Feb. 4, 2026, evaluated peak traffic at the corner of County Highway B and County Highway P and concluded that all movements at the study-area intersections are expected to operate in an efficient manner. The committee voted to accept the study and grant the driveway permit. The motion to approve was made by Scott Luostari and seconded by Rosemary Lear; the motion carried.
The committee asked that county staff monitor the site for any future changes that could affect traffic operations. Earlier in the meeting the minutes for Jan. 4, 2026 were amended to correct driveway permit fees to a $100 permit plus a $200 deposit (a $300 total) — a clerical correction recorded in the meeting minutes.
