Board accepts $650,000 offer for county Annex, authorizes parcel split and environmental study

The Kalkaska County Board of Commissioners voted to accept a purchase offer of $650,000 from the Kalkaska Memorial Health Center Board of Trustees for the county Annex building and allowed the County Administrator/CFO and the board chair to sign sale documents. "Motion by Baldwin to accept the purchase offer from the Kalkaska Memorial Health Center Board of Trustees to purchase the Annex property for $650,000.00 and contingencies in the offer, and allow the Administrator/CFO and the Board Chair to sign," the record shows. The motion passed by roll call vote: 6 yeas, 0 nays, 1 absent.
The board also directed the Administrator/CFO to proceed with a property split of the Island Lake Road parcel into two lots — approximately 8.6 acres containing the Annex building and about 6.0 acres containing the recycling buildings — and authorized a Phase 2 environmental study for the recycle property at a cost of $8,450. "Motion by Bicum to allow the County Administrator/CFO to proceed with the process to split the Island Lake Road property into two parcels of 8.6 more or less with the Annex building and 6.0 more or less with the Recycle Buildings, according to the survey," the minutes state. The environmental study authorization was recorded as: "Motion by Bicum for the County Admin/CFO to schedule the Phase 2 with Margo for the Environmental Study of the Recycle property for the amount of $8,450.00." Both motions passed 6–0 with one absence.
The board rejected a competing offer for the recycle property dated Sept. 11, 2025, from Aimee Bissionette and Lindsay Arsnoe. The motion to reject that offer was recorded as passing unanimously among present members. No additional purchaser contingencies beyond those recorded in the motion were specified in the minutes. The board handled the Annex sale after a closed‑session discussion under MCL 15.268(d) concerning the sale of county property and returned to open session at 6:23 PM before taking the votes.
