Council encumbers $300K for jail chaplaincy substance-use program with reporting requirements

Commissioner Turpin asked Council to reserve $300,000 from restricted opioid-settlement funds to expand jail chaplaincy programming focused on substance use treatment. Turpin said the chaplaincy program would scale current cohorts and provide more intensive curriculum-based services to 80–100 inmates in the general population.
Under the funding plan, the county will obligate $300,000 but spend an initial $40,000 this year; further yearly payments would be contingent on sheriff certification and performance reporting. "They will provide reports to the Board of Commissioners periodically... and this has to be certified by the sheriff at the end of every year," Turpin said. Council amended the motion to specify the program and approved the encumbrance and initial spending (6-0-1).
