The minutes name speakers Heather Davis (Manheim Township resident), Sarah Bagge (Lancaster City resident), Rebecca Waybright (Rapho Township resident), Cathy Walker (Lancaster Township resident) and Perry Hazeltine (Lancaster City resident) as having "shared comments regarding concerns about 287G agreements with ICE" and observations about comments made at an April 2026 Prison Board meeting.
