Hyde Park board authorizes $1 million CFA application for Crofton Muse infrastructure improvements

The Hyde Park Town Board voted unanimously July 28 to authorize submission of a Consolidated Funding Application (CFA) seeking up to $1,000,000 in Regional Council Capital Funds for public infrastructure tied to the Crofton Muse (Elbow Creek) development.
Supervisor Torgiani moved the resolution authorizing the town to apply to Empire State Development; a board member seconded the motion and the roll call recorded five ayes (Councilman Prime, Councilman Comar, Councilman Donnelly, Councilman Prusekowski and Supervisor Torgiani). The resolution was identified in the meeting as "Resolution 7 7 28-1 of 2026" and the motion was described as subject to conditions.
Sarah Lee, EVP of special strategic initiatives at the Hudson Valley Economic Development Corporation, told the board the grant request is for up to $1,000,000 while the developer will provide the local 10% equity and bank financing for the remainder of the project. "There is no town funds being expended on this application," Lee said during her presentation. "This is New York State money."
Board members and residents spent much of the meeting discussing whether the town should apply given competing priorities and whether the developer would commit to workforce housing. The board's authorization allows staff to file the CFA application; the state and the regional council will decide awards later in the process.
Next steps: the town will submit the application before the program deadline and the Mid-Hudson regional council and state review processes will determine whether Hyde Park receives all or part of the requested award.
