One commissioner urged finding an equitable 6‑year IGA to allow municipalities and the county to plan projects across the cycle.
The presenter noted the IGA must be entered into by July 22 if that route is selected and said the county hopes to finalize agreements well before that deadline to allow public notice and referendum preparation. Commissioners acknowledged municipalities (Avalon and Martin) were not present at the meeting and asked staff to continue outreach.
