S1 said he would provide the dataset within 30 days of the cutoff to give staff leeway to prepare the coded report, and S3 asked the parties to clarify the exact wording in the MOU so the timing and content of that report are explicit. The parties discussed whether the cutoff had been proposed as September 15 or November 1 in prior drafts and reconfirmed September 15 as the operational date for pulling data.
