Engineer says revised septic design reduces fill needs; board reserves decision on large fill permit

The board closed and reserved decision on Appeal 4163 after hearing technical testimony about a proposed import of fill to make a lot buildable. Brian Stacosa of Dane Stacosa Engineering described a redesign that reduced septic footprint and pushed septic higher on the lot to limit the amount of imported material; he said the septic-related fill is "about 1,700 yards" and that other design choices have been made to limit additional import.
The board considered a detailed neighbor letter from Peter Haab alleging previous unpermitted fill, large truck deliveries, and an assembled retaining wall that prompted a stop-work order. Stacosa acknowledged material had been brought in, said the engineer-drawn retaining-wall design had been submitted for a permit but that some aspects of the wall may need to be redone under supervised inspection, and agreed material tickets, periodic inspections and an environmental monitor could be required as mitigation. The board voted to "close and reserve" so the applicant and town departments can provide outstanding documentation before a decision.
