Boardman staff present draft comprehensive plan, flag need to plan for UGB expansion

Anna Yost, the project lead for the comprehensive-plan update, opened the joint workshop with a summary of recent engagement and what staff see as the plan’s priorities. She said the work has been underway about "almost 2 years" and that public feedback from an in-person May open house and online surveys emphasized retail services, parks and walkability.
"The main headline here is that, we don't have enough land that fits within the current UGB," Yost said, framing the plan’s central policy direction toward planning for a future UGB expansion and associated land-use and infrastructure sequencing. She told commissioners the development chapter ties housing, economic analysis and land-use needs together and will guide any decisions about expansion.
Staff described the plan as organized into four thematic chapters — People, Development, Services and Nature — that fold in statewide planning goals while updating local policy language. Yost said the draft will be revised based on tonight’s input and returned in October, with a planned submission to the Department of Land Conservation and Development (DLCD) for the statutorily required review period later this fall.
