He said implementation costs were not included in the 2025 budget and that annual SaaS fees for Catalyst will begin in 2026 under a five-year contract. "The implementation costs are due this year," Connor said, and the committee discussed funding sources.
Members agreed to take $23,031.50 from uncommitted Ho-Chunk funds rather than from the general fund reserve and to mark the item as a budget amendment. Committee members also noted the county’s annual Microsoft licensing was roughly $110,000 and will increase to about $120,000; they asked staff to monitor licensing use and limit county-issued accounts where appropriate. The motion to approve the amendment with the Ho-Chunk funding change carried by voice vote.
