Board votes to reject unsolicited PPEA courthouse proposal, leaves process open

The Cumberland County Board of Supervisors voted on April 14 to reject an unsolicited PPEA (Public-Private Education Facilities and Infrastructure Act) proposal to modernize and expand courthouse facilities, after a staff presentation and board discussion about proprietary materials and stakeholder concerns.
During the discussion staff described the proposal as unsolicited and noted that key documents are proprietary and therefore not fully shareable with the public and some stakeholders. One board member moved to reject the proposal; another seconded the motion. The motion passed by roll call, and the chair said the county would keep the process open so other proposals could be solicited later.
"The documents that have the meat and potatoes are proprietary," a staff member said, arguing that complete disclosure to the public was limited by PPEA confidentiality rules. A board member who moved to reject the proposal said, "I would like to motion and reject," and the board recorded an affirmative vote.
Officials said rejecting the unsolicited proposal does not foreclose the county from soliciting or receiving future proposals on courthouse modernization under PPEA procedures. The board directed staff to continue stakeholder engagement and to return with any necessary next steps if or when more information can be made available.
