District plan identifies more than $52 million in facility needs, LRFMP process outlined

James Owens, superintendent of Centennial School District 28J, and Paul Southerton, director of finance and operations, presented an update on the district’s Long Range Facilities Master Plan with representatives from DLR Group.
The presentation summarized listening sessions, school walkthroughs and facility condition assessments and noted that the physical needs assessment "identified more than $52 million in current facility needs." Southerton said next steps will prioritize "must-do" projects, create tiered project lists and align maintenance work with the master plan. He told the board that the Facilities Planning Advisory Committee will include parent, staff and community representatives from each school and that workshops are planned through spring and fall 2026.
Board members raised common facility concerns recorded during engagement, including upgraded HVAC and daylighting, improved playgrounds and accessibility, better building maintenance (restrooms and doors), reliable technology and additional staff support spaces. The board was told it will receive a Summer 2026 work session update on committee work and emerging options.
