County tables intergovernmental morgue agreement after liability concerns raised

Chairman Travis Phelps introduced an intergovernmental agreement permitting use of McLean County morgue facilities and asked Lynn Reed to explain the draft. Reed told the board that the agreement appeared to shift "100% of the liability" to the requesting county and that it was unclear why the change in the agreement had been circulated to coroners.
State's Attorney Tracy Weaver reviewed the document with county counsel and sent it to the county's insurer for review. Insurance agent Danielle Finn of Loman Ray Insurance told the board that "insurance follows contracts," meaning coverage would respond to a claim, but the insurer's risk manager advised that the draft is one‑sided and suggested the county not sign unless the agreement specified an "at‑fault party." After discussion, Josh Roe moved to table the motion and the board voted 7–0 to table the agreement for further review.
