Waller ISD reports rise in emergent bilingual learners; program evaluation approved

Director of Multilingual Programs Jorge Alvarado presented the Bilingual/ESL Program Evaluation to the board Oct. 9 and the board approved the evaluation by a 7‑0 vote.
Alvarado reported the district’s emergent bilingual population grew from 2,874 in 2022–2023 to 3,225 in 2024–2025. Waller ISD provides a Transitional Bilingual Early‑Exit Program and an English as a Second Language Pull‑Out Program to meet language acquisition needs. Trustee Bryan Lowe moved to approve the evaluation; Secretary Ronald Campbell seconded. The motion carried 7‑0‑0.
The approved evaluation will inform district planning and supports listed in the district improvement plan and staffing. The board also later approved a related set of Multilingual Waivers for teachers without completed certification (22 waivers approved on the same night).
