Provo board approves restructure of elementary gifted program; one member objects

The Provo City School District Board voted Feb. 24 to approve a recommended restructure of the district’s elementary Gifted & Talented (CAS) program, directing staff to implement a phased magnet model beginning with a fourth‑grade cohort at Westridge Elementary in 2026–27. "I move that we approve the proposed restructure of the gifted and talented elementary program," Board Vice President Gina Hales said when she moved the motion; Lisa Boyce seconded. The motion carried 6–1, with Board Member Teri McCabe casting the only nay.
District leaders described the plan as a two‑track approach: a magnet site at Westridge that will start with fourth grade and expand a grade each year, plus enrichment efforts at every elementary school and clearer qualification standards with data monitoring. The board also authorized beginning the notification process to change the CAS location; that second motion was moved by Lisa Boyce and seconded by Melanie Hall and passed unanimously, 7–0. Administrators said transportation will be provided from three to four schools but that there will not be pickups at every school.
