Madison County moves to modernize zoning code after 24-year gap

Madison County commissioners opened a public hearing July 28 on a rewrite of the county zoning resolution that planners said has not been substantially updated in about 24 years. Chris Dallas, who called the meeting to order, and county planning staff said the rewrite is intended to bring the zoning text into alignment with the comprehensive plan adopted in fall 2022.
"So it's been 24 years since last time the zoning resolution was updated," a county planner said during the presentation, arguing the change is necessary to reflect current development patterns and state and federal requirements. Staff recommended routine reviews every five to ten years so the documents remain current.
Planning staff described the rewrite as a working document that will be tweaked after stakeholder meetings. The package covers broad changes — from updates to lighting and buffering standards to new sections addressing solar installations, biodigesters and data centers — and aims to give clearer administrative procedures for appeals, variances and conditional uses.
Commissioners and staff said they will hold further stakeholder sessions, including a farmland-preservation meeting scheduled for Sept. 3, to refine the maps and text before a final vote. The board agreed to make a narrow change to the draft and return to consider adoption at a later date.
