The commission asked staff to provide the Urban Alaska CPI series used by the municipality for 2021—2026 (and an estimate for 2026) and to prepare a draft resolution and payroll rounding information so members could set a public hearing.
"It doesn't explicitly say in the charter or code that you have to have a public hearing. It just says that you have to afford the public the opportunity to be heard regarding rendering the change," the clerk observed when members discussed notice and hearing requirements. Commissioners agreed seven days' notice is required for meeting public notice and discussed the week of Aug. 10 as a possible time for a follow-up meeting to allow for public input.
Members also raised internal quorum risk if two members were unavailable and suggested contacting a prospective appointee to ensure future quorums. The commission recessed briefly during the meeting for calculations and then returned to agree that staff would return data and a draft resolution in time to permit public notice and a hearing before the 2027 budget cycle.
