Spencer Duchamp (speaker 19) presented proposed updates to the Draper City cemetery code to reflect current practice and the terms of the property conveyance from the Church. Duchamp said the rewrite replaces ambiguous language and uses industry-standard terms such as 'remains' rather than 'body' or 'cremains.' He said the code will explicitly clarify that plot rights are not property interests, delegate routine rule changes to a cemetery committee, and bar burials outside the cemetery consistent with state law. "We're adding a speed limit to the cemetery, 10 miles an hour," Duchamp said.
Council moved to adopt ordinance 16-27, voted unanimously (5–0), and the ordinance will become the city's official cemetery code update. Duchamp also noted the creation of a cemetery committee to administer rules and the continuation of a perpetual-care fund (the auditor had previously noted it is not well funded).
