Pace UniversityLand Use Law Center and Ulster County planners described a three-goal Housing Action Plan addressing subsidies, stabilization and production, and recommended municipal incentives and technical assistance.
Tiffany Zezula, deputy director at the Pace University Land Use Law Center, and Kai Lord Farmer of Ulster County presented a three-part Housing Action Plan aimed at addressing heightened housing demand and constrained supply. The plan identifies three primary goals: (1) Housing Subsidization such as Housing Choice Vouchers and authority programs; (2) Housing Stabilization including lead remediation, small landlord assistance and Community Development Block Grant programs; and (3) Housing Production focused on increasing supply, affordable and workforce housing development, and local planning and zoning reforms.
Presenters emphasized that different municipalities will require tailored approaches and technical assistance. The plan recommends a combination of pre-development support, small grants, planning assistance, and incentives to encourage voluntary municipal participation while respecting New York State home-rule.
