A commissioner from San Patricio County explained two options for joint work: a memorandum of understanding (MOU) with narrow statutory limits and an interlocal agreement that allows broader project types, including drainage and street work. He told the council that an interlocal enables the county to provide manpower and equipment while the city provides materials in many cases and that individual projects must still be approved by both the commissioner's court and the city council.
Councilors discussed the mechanics of submitting project requests, whether the county would pay for civil-engineer services, and the need to bring projects back to each governing body for approval. The commissioner said he can include the city's projects on the commissioner's court agenda once an interlocal is in place.
