Cass County approves three‑year AFSCME HHVS contract with 3% COLA

The Cass County Board of Commissioners on June 16, 2026, voted unanimously to approve a three‑year collective bargaining agreement with AFSCME Local No. 2195 covering Health, Human & Veteran Services employees. Administrator Joshua Stevenson told the Board the contract includes a 3% cost‑of‑living adjustment and step increases of approximately 3% for eligible employees, and that Step 11 was added to the salary grade table.
Scott Bruns moved to approve the agreement and Neal Gaalswyk seconded; the motion passed with Ayes from Rick Haaland, Neal Gaalswyk, Bob Kangas and Scott Bruns. The settlement also changes longevity pay to begin after five years of service, and County staff said the contract aligns with the County’s personnel rules and other recent labor agreements.
