Kyle Myers asked the Jerome County Board of Commissioners to rezone roughly 3.69 acres on West 100 North from A1 (Agriculture) to A2 (Rural Residential) so he could build homes near the city fringe. He told the board the property is currently weeds and not in city limits, and that nearby properties already have homes. P&Z staff reported the Planning & Zoning Commission recommended denial by a 3–1 vote because the change does not align with the county comprehensive plan.
Neighbors raised both planning and resource concerns. Michael Bingham told commissioners the parcel and an adjacent property are near an LCO/dairy and said that under Idaho law these lands are protected from growth nearby; he also expressed concern about water demand if homes were built. P&Z staff (Kacie Buhler) noted no adjacent A2 zoning directly touches the parcel, and commissioners described the request as spot zoning based on the map presented. Commissioners agreed the comprehensive plan should guide decisions, indicated they were not inclined to approve the rezoning now, and said the county legal department will issue a formal decision in the coming weeks.
