The Board recorded that the action advances the project into a more detailed design and bidding-preparation stage but "does not constitute an authorization to commence bidding or construction." The motion passed unanimously. Any future bidding, construction contracts, guaranteed maximum price approvals, or other project authorizations will be returned to the Board for separate consideration and approval.
