Council committee forwards rough-grading code amendment to first reading after developer input

Keith Niven, the community development director, presented a proposed code amendment that would add an early rough-grading permit and establish restoration requirements for early clearing and grading. Niven said the change grew from discussions with the Master Builders Association and would allow builders to get on-site sooner while ensuring environmental review, critical-area protections and tree fencing are completed and inspected before clearing.
Niven described the change as a "quid pro quo" intended to help builders proceed in a timely way without circumventing required state FPAs and environmental review. Planning Commission and the mayor recommended approval; the committee moved the ordinance forward for first reading on Aug. 11.
