Board backs MCEDD to continue Link public transit under 5310 amendment; award process complete

Wasco County commissioners on April 1 approved Amendment No. 3 to the Intergovernmental Agreement with the Mid-Columbia Economic Development District (MCEDD) to continue operation of FTA 5310-funded public transportation services, commonly known as The Link.
MCEDD Executive Director Jessica Metta presented the contract amendment and described the mandatory five-year competitive Request for Proposal process required by the Federal Transit Administration. She told the Board MCEDD submitted the sole responsive proposal, which the county’s Public Transportation Advisory Committee reviewed and recommended for award. "The Link has provided public transportation service in Wasco County since 1997," Metta said, stressing continuity of service and the provider's regional experience.
The amendment extends the existing agreement through June 30, 2027, aligning it with the current grant cycle while staff prepare the next funding application. The Board voted unanimously to approve the amendment and authorize the Administrative Officer to sign paperwork on the county’s behalf.
MCEDD’s proposal included fixed-route and demand-response services, shopping loops, and intercity connections to Hood River. County documents attached to the agenda indicate the work will be funded by a mix of federal 5310 funds, state funds, local contributions and fares; the amendment formalizes the vendor selection and project budget adjustments for the current grant period.
