The Rowlett City Council on May 19 approved a Chapter 380 economic-development agreement with RK DFW Rowlett LLC for a mixed development at the corner of Main and State Highway 66. Staff described a phased incentive structure that ties payments to infrastructure work (water and sewer installation, right-of-way dedication), staged construction milestones and final-payment triggers tied to 80% occupancy.
City staff said the incentives are split into two direct payments focused on infrastructure completion and a final payment that becomes payable after the project reaches 80% leased/occupied status and receives occupancy certificates. The presenter said the developer is well into construction and that the city's analysis estimated a payback window in the range of five to ten years.
Council asked whether the infrastructure funded by the developer would serve the broader project; staff replied the developer's work will provide the necessary infrastructure for the described project. The resolution passed unanimously. Staff said funding will come from the city's economic-development budget line and that the agreement includes clawback conditions tied to performance.
