Representatives for Prairie Flats Solar and their consultants presented a multi-part overview of the applicant team’s analyses and plans.
Chase Ford, described in the transcript as the lead project developer, summarized Nexamp's history and provided a site overview. Consultants from Kimley Horn covered application assembly, vegetation plans and noise studies; a Pinion representative discussed drain tiles; Marous & Co. presented property-value impact analysis; and Bryan Loomis of Strategic Economic Research discussed economic and property tax impacts. Jonah Kolb, a landowner partner in the project, was sworn and submitted a letter in favor. Applicants provided a slide deck and paper binders to the board as supporting materials.
Board members questioned economic claims during Q&A: Myers asked how claimed energy savings would work and the applicants replied that it was "all about supply and demand." Several board members raised hiring and local-labor questions; applicants said they would seek to source work locally where possible but had not finalized all supplier or labor decisions.
