DeWitt County board rejects final approval after cybersecurity amendment vote

The DeWitt County Board considered a siting permit for Prairie Flats Solar, LLC on Aug. 12, 2025, and debated whether to attach a cybersecurity requirement for inverters before approving the project.
Board member Ryan moved to amend the approval with a condition requiring third-party cybersecurity verification for inverters. Ryan's proposed motion included detailed prerequisites: "As a condition of this permit, the applicant shall provide documentation from a qualified third-party cybersecurity assessor confirming that the inverters to be used in the project are not capable of being shut down or otherwise disabled via unauthorized communication methods," and a set of documentation items to be submitted to the Zoning Administrator prior to energization. The amendment vote was recorded as carried by the clerk with ayes from Werts, Carter, Earle, Myers, Prestegaard and Ryan and nays from Walters, Witte, Ferguson, Hammer and Tilley.
After debate and a brief recess, the board took a final vote on the siting approval with the cybersecurity condition attached. The recorded vote on that approval was Yea: Walters, Witte, Ferguson, Hammer and Tilley; Nay: Werts, Carter, Earle, Myers, Prestegaard and Ryan, and the motion failed. The transcript does not record a subsequent unconditional approval of the siting permit.
