Planning commission approves permit for Firefly Point event facility

The Culpeper County Planning Commission on an oral vote approved Conditional Use Permit 26-02 to allow an event facility at Firefly Point, a parcel the staff read in the hearing as "14 0 5 3 acres." Planning staff recommended approval with 14 conditions covering compliance with the submitted site plan, vegetative buffers, watershed protections, refuse handling and renewal procedures.

Planning staff read the conditions into the record, including a requirement that "compliance with the site plan is required" and that the applicant must comply with the Cops Creek Reservoir Watershed Protection Ordinance, provide documentation from the health department for sanitation, and secure any required VDOT approval for the entrance. Staff also said permit holders would be given written notice and a reasonable opportunity to remedy asserted violations before termination of the CUP.

Applicant Andrew Freeman told the commission he and his wife had renovated the existing barn and had hosted family events there for several years. "We're not asking to put up condos or anything like that," Freeman said, and he expressed willingness to work with county departments and follow the conditions. He described existing water and power at the barn and said he anticipated field-style parking and occasional valet to move cars away from the barn site.

Commissioners asked several questions about enforcement language, hours and public-safety coordination. After discussion, Commissioner (S5) moved to approve the permit; the commission recorded unanimous "yes" responses during the roll call vote.
