Bill Kardokus, Quay County Emergency Manager, presented a set of Hazard Mitigation Grant Program materials and asked the board to approve a maintenance agreement, assurances for construction programs, an Application for Federal Assistance (SF-424), a Local Match Fund Commitment letter and a formal Extraordinary Circumstances Request.
The SF-424 in the packet lists a federal request of $420,546.32 and a local match commitment of $140,182.10 (total $560,728.42) for a project titled 'Quay County Generators'. Kardokus also submitted a letter asking the New Mexico Department of Homeland Security and Emergency Management (DHSEM) and FEMA to grant 'extraordinary circumstances' so the county can proceed while it finalizes an updated Hazard Mitigation Plan (HMP). The letter states the county is "seeking immediate project funding through FEMA's Hazard Mitigation Grant Program (HMGP) to address critical vulnerabilities, with a formal commitment to complete and adopt a comprehensive HMP within the next 12 months." (extraordinary-circumstances letter).
Why this matters: If DHSEM/FEMA grant the extraordinary-circumstances waiver, Quay County could begin installing mitigation equipment (generators) critical to continuity of operations before the county's HMP is formally adopted. The board approved the HMGP package by motion during the Oct. 13 meeting.
