County approves lease amendment for largest county‑owned solar canopy; array to be front‑of‑meter

The legislature approved a lease amendment to allow installation of a solar canopy at Brown Road, intended to be the largest county‑owned array to date. County Attorney Maury Josephson summarized negotiations with Cornell and said insurance and lease language were adjusted to avoid new county cost beyond existing insurance exposures. He credited Cornell and county staff for reaching an accommodation that allows construction while preserving tax credits.
Project lead Terry Carroll described the technical approach: "This array is... between 140 and 156 kilowatt." He said the system will be front‑of‑meter (the power will be sold to the grid and the county will receive credits under the New York VDER mechanism) and that because grants and federal tax incentives will cover most costs, the county expects the array to become net positive soon after commissioning, possibly as early as August. The resolution to amend the lease passed on roll call.
