Owner Seeks Engineered Plan After Geotech Study: 101 Pine Street Slope Stabilization Update

Apr 1, 2026

Property owner Garrett Prettyman reported a new geotechnical review that called the site 'erosion issues rather than landslide risk' and recommended immediate spring stabilization (pinned burlap mesh, native plantings) and longer-term engineered buttress/backfill options; the commission required documented engineered plans and said vegetation-only work must be cleared against an existing stop-work order.

The full story

Garrett Prettyman told the Wallace Historic Preservation Commission on April 1 that he retained Inland Empire Geotech and that a geotechnical engineer who visited the site characterized conditions as "erosion issues rather than landslide risk." The engineer recommended immediate, low-disturbance spring stabilization measures — pinned burlap mesh, reseeding, and deep-root native vegetation (examples discussed included lilac, Oregon grape, and clover) — and identified the River Street slope as the steepest, potentially requiring a long-term engineered buttress wall and backfill at the base to reduce slope angle.
