Board approves alternative education programs and appropriation transfers; net effect zero across funds

The board approved Resolution 2026-11 to transfer budget appropriations (Motion 94) unanimously. Administration noted the transfers are corrective bookkeeping to reflect actual spending categories rather than new spending authority.
